Foreword

Since the machine-translation white paper edit committee of the
Asia-Pacific machine-translation association (AAMT) shows the vision
of the machine translation in the 21st century, this book is
packed. Each representation participates as a committee from all the
committees in AAMT etc., and the machine-translation white paper edit
committee was installed in AAMT in December, 1998. In it, three
committees related to a technical portion etc. shared and took charge
of actual writing especially. In those three committees etc., they are
a technical trend investigating committee, a market trend
investigating committee, and network translation study group. Although
this book was due to be published at the beginning in March, 2000,
since time was taken in writing, it became issue of this term.

the demand of the multilingual processing and the machine
translation for an opportunity accessing Web written in the
opportunity to send and receive information in the language which
changes with much more development of social internationalization,
rapid spread of the Internet, etc., or the foreign language
increasing, and supporting it -- the former -- furthermore, it has
risen In order to respond to the pressing need request in such a
turning point of the multilingual processing in an Internet society,
investigating and analyzing social and technical the present condition
and a problem, arranging them, and it being based also on an
international viewpoint, and proposing the subject which should be
preponderantly tackled on a national level aiming at a future
technical leap and development of the improvement and new service of
service are the main aims which publish this book. As the subject,
this book is crossing ƒŠƒ“ƒKƒ‹ information technology. (CLINT = Cross
Lingual INformation Technology) Research and development are proposed.
CLINT is most important infrastructure that realizes language
barrier-free in society in the 21st century called globalization,
borderless one, International, and the Internet. CLINT of the Asia
language is proposed especially here.

The former, Japan Electronic Industry Development Association
(JEIDA) The machine-translation system investigation special committee
(Chair Makoto Nagao) Some reports into which it set and such an aim in
each time was collected have been published. In ancient times, it is
the report of "investigation research of a machine-translation
system". (57-C-438 and pp26-March, 1982 [ 28 or ]) The necessity for
the measure for the machine translation from a national viewpoint was
proposed, and the concrete problem was pointed out. moreover "Survey
about development and practical use of machine translation : 1
consideration compared with ALPAC report of the actual condition of
the machine translation in Japan -- Harmony of the man and the

translation and the situation of systematization are collected, the

] April, 1989 [ 197 or ]) AAMT is launched in the form which succeeds
this machine-translation system investigation special committee
substantially. Ten years or more pass from issue of these reports
etc., the borderless global communication means of the Internet
spreads quickly, and in case the 21st century which social structure
also tends to change by them will approach, this book performs the
proposal anew turned to the next generation machine translation.
